OUR HISTORY
Established in 2007, and becoming an S-Corporation as LEMC, Inc in 2019, HCE derived from the humble beginnings of an environmental service firm with the intent of delivering innovative design solutions.
HCE is proud to play a role in supporting growth and expansion while carefully preserving natural resources for future generations. Through vision, process and collaboration, they bring a creative approach to engineering design for public and private clients throughout the Rio Grande Valley and the North Texas region.
HCE's principal officers are President, Hilario Ortiz, Jr. and Vice President, Chris Franke, P.E.. HCE is dedicated to their work and performance and ensures they work adequately and efficiently when commencing a project. If we must take action within our Affirmation action Program, we will.
